Communications are likely to carry more "noise" than message.
A tremendous amount of managerial time and energy is spent
on working out the demarcation lines between different units
which supposedly are autonomous; on making sure that they
cooperate; on adjudicating disputes between them; or on
settling priorities between two marketing divisions within the
same company, both of which want the same scarce product
from the same autonomous manufacturing unit, and in the
shortest possible time.

It was hard to draw clear lines of demarcation
between work and leisure.

Relations-Focused Design: The Systems Structure
In no other organizational structure is the ratio between
output and effort needed for internal cohesion as unfavorable
as in the systems structure.
At the same time, the requirements for the systems structure
to work at all are exceedingly stringent.
It demands absolute clarity of objectives.
The objectives themselves may well change, and change rapidly.
But at any one time they must be clear.
And the objective for the work of each of the members of the
system must be derives from the objective of the whole
and directly related to it.
